An insurance starting system and a method thereof using an electronic card for developing an insurance gift certificate capable of distributing and managing insurance initiation and cancellation are provided to initiate or terminate the insurance when a holder of an insurance electronic card is seceded from a specific region. An insurance electronic card(10) stores insurance information in a magnetic stripe or an IC chip. An insurance electronic card recognizer reads the information of the insurance electronic card. An insurance electronic card identification unit transmits the information that the insurance electronic card holder is out of the specific region to wire/wireless communications network. An insurance electronic card management server(30) receives information that the insurance electronic card holder is out of the specific region. An insurance electronic card management server manages settlement the insurance bill through a settlement management part(36). |
