A base station (10) which generates pilot channels orthogonally intersecting between N (N >= 4) sectors includes: a sequence generation unit (111) for generating a phase rotation sequence where a phase rotation amount of a frequency range is arranged so that a phase rotation amount of a frequency range applied to each sector is greater than the adjacent sector by 2'/N; and an orthogonal sequence multiplication unit (113) for applying a phase rotation amount of the corresponding frequency range among the phase rotation sequence to the pilot channel.
