A clutch set anchoring system and a construction method thereof are provided to prevent a wedge main body from being separated from the home place in when stretching wire. A clutch set anchoring system for the slope reinforcement comprises: a wedge main body(10) divided over two with several wedge blades(11) on the circumference; a guide groove(20) connected at the leading end of the wedge main body; an expansion head(30) playing a role of opening the wedge main body while reversing along an incline(31), installed in the state where a strand(35) is connected inside the wedge main body; a connection plate(25) connecting the guide groove and the wedge main body; an elastic plate(26) fixed to the guide groove; and a gusset plate(27) fixed to the wedge main body.
