A paint having high energy efficiency and infrared radiation efficiency, and a plane heater using the same are provided to be suitable for a local remote heating by locally heating an object to be heated which is in a remote site. In an electric furnace granular slug manufacturing device, a molten slug(1) is moved from an electric furnace to a ladle(2). The molten slug is moved from the ladle to a shooter(3), is injected from the shooter to wing attach drums(4,5), and is minutely crushed by the wing attach drums. Particles(1A) of the molten slug is rapidly cooled by a water mist sprayed from a spray device(7) in a rapid cooling chamber(6). A slug particle(8) is stored inside a storage vessel(9). |
