A damper is provided to vary the torque applied to an inner rotor according to the rotation speed of the inner rotor. A damper comprises a housing(12); a hollow outer rotor(18) installed within the housing; an inner rotor(22) which is arranged inside the outer rotor, includes liquid chambers between with the outer rotor in which viscous liquid is filled, and rotates as being eccentric about the axial center of the outer rotor; a communication path(48) connecting the liquid chambers; and a valve unit(54) opening and closing the communication path or reducing the area of the communication path.
