A method for encoding and decoding moving pictures is provided to increase network adaptability and to implement backward reproduction easily by skipping certain P frames of video frames for transmitting over a network depending on a network transmission situation. A video frame is encoded and generates I frame at a constant interval. One or more P frames referring to each I frame is generated through a forward prediction encoding at a constant interval. Each P frame is generated in an equal interval by referring to the same I frame. A B frame is generated through a forward prediction encoding at a constant interval with reference to each I frame or each P frame. A B frame referring to a P frame is generated through a forward prediction encoding or a backward prediction encoding. Each B frame is generated with reference to among an I frame or a P frame whichever is near in terms of time. |
