A network access apparatus and a method for accessing mobile communication terminal to local network are provided to immediately connect to a packet network without using a high cost mobile communications network when a net access request message is suitable for a condition set up by an administrator. A signal receiving part(110a) receives a signal transmitted from a first mobile radio communications network. A signal diverging unit(120a) receives a signal construed by a signal receiving part. The signal diverging unit compares the interpreted signal as described above with a predetermined condition. The signal diverging unit determines whether branches off the interpreted signal as described above to the second mobile communication network or to a local network. A mobile communications network interface unit(130a) transmits with a second mobile radio communications network by using a signal in which the quarter to the second mobile communication network is determined with a protocol and the same interface as the first mobile communications network. A local network connection unit(160a) receives a signal in which the quarter to the local network is determined. And the local network connection unit transmits the received signal to the local network.
