A method and an apparatus for encoding and decoding a video image are provided to improve encoding efficiency of a video image by defining the processing order of block proper to the processing order of motion compensation of a block which divides a macro block. A video image encoding/decoding apparatus divides a macro block prepared in an input image into first blocks, and compensates the motion of the split blocks(510). The video image encoding/decoding apparatus determines the processing order of second blocks prepared in the first blocks to process the difference between the motion compensation value of the first block, which is created by the motion compensation, and the value of the inputted first block in second block unit(520) which has smaller size than the first block. The video image encoding/decoding apparatus process the difference in second block unit according to the processing order of the second blocks(530).
