A method for producing a biodegradable polymer nanocylinder is provided to enable the biodegradable polymer nanocylinder to be uniformly dispersed in a liquid by applying shear stress or ultrasonic wave to the biodegradable nanofiber nonwoven wherein each nanofiber is selectively fragmented. A method for producing a biodegradable polymer nanocylinder comprises the following steps of: dissolving biodegradable aliphatic polyester polymer or biocompatible copolymer different from biodegradable polymer to prepare a nanofiber nonwoven through electric radiation; fragmenting each nanofiber by digesting the prepared nanofiber nonwoven in acid or basic organic solvents or aqueous solutions to induce chemical decomposition reaction so that a surface of the nanofiber has functional groups; and applying fluid shear stress and ultrasonic wave to the fragmented nanofiber to produce uniformly dispersed nanocylinder.
