A smart card management system and a method thereof are provided to secure the safety of smart cards by setting up the payment limit in a separate file folder within the smart card in advance by using the PIN(Personal Identification Number). A mobile center(130) comprises the followings: a web server which provides a web page for enabling a user to request a service and determines whether the user connecting to the web page is subscribed for the service; an authentication server which authenticates a mobile terminal(120) corresponding to the user subscribed in the web page; and a management server which registers a service for determining whether the payment is possible when the payment is requested based on the preset payment limit in a smart card(110) when the authentication of the mobile terminal is successful. |
