An apparatus and method for measuring telecommunication circuit line balance is provided to measure the balance of the telecommunication by measuring a line voltage and voltage between line and ground at the same time. A line-to-line voltage measurement module(101a) measures lien voltage between two cores(L1, L2) and outputs the measured data. A line and ground voltage measurement module measures the voltage of the core and outputs the measured data. A balance measurement module measures the balance of the telecommunication line by comparing the period of the line voltage with the period of the line and ground.
