A cold and warm mat is provided to be used selectively in summer or winter as a cold mat or warm mat using cold air or water. A cold and warm mat comprises: a flexible mat(11) which has elastic force; warm water which is contained inside the mat in zigzag; a circulation hose(12) in which the cold water or the cool air circulates; a water container(13) which is respectively connected with the end of the circulation hose; a circulation pump circulating water of the water container in the circulation hose; and a heater heating circulatory water stored in the water container. In winter or when heat fomentation is needed, the cold and warm mat is used as a thermal mat by turning on the heater in the water container, heating the circulatory water stored in the water container, and circulating the circulatory water in the heated circulatory hose by running the circulation pump.
