A calcium aluminate-based blue phosphor is provided for environment-friendly light emitting materials and high efficiency photocatalysts in dark places. A calcium aluminate-based blue phosphor comprises a composition represented by the formula 1, CaAl_2O_4:Eu_0.01Er_x. In the formula 1, x satisfies the following inequality, 0<x<=0.1. A preparation method for the calcium aluminate-based blue phosphor comprises the following steps of: mixing calcium carbonate(CaCO3), alumina(Al2O3), europium oxide(Eu2O3), oxidation erbium(Er2O3) and boric acid(B2O3) and drying, calcining, cooling, heating and pulverizing a mixture. In the calcining step, the mixture is heat-treated under a mild reduction atmosphere at 1,000-1,400°C. The mild reduction atmosphere indicates an atmosphere of inert gas containing hydrogen.
