The device has a pulley (3) rotated with respect to a chassis (1), and a cord (13) passed around the pulley. The pulley is rotatably mounted in a case (5) that is rotatably mounted with respect to the chassis. A wedge shaped element (7) is integrated to the case. The case is rotated with respect to the chassis when a load is applied at a downstream end (4) of the cord, such that the element pushes the cord into a part of the cord for forming a ply in the cord in order to limit the displacement of the cord by wedging the ply against a fixed stop (19). The stop is integrated to the chassis.
