A falling bulk cargo recovering and scatter prevention apparatus is provided to prevent the occurrence of flying dust, to increase the recovery rate of bulk cargo, and to scratch out the bulk cargo remaining on the conveyor belt. A falling bulk cargo recovering and scatter prevention apparatus(100) comprises a transfer unit(102) including a conveyer belt, and an automatic cleaner part(104) which is mounted under the conveyer belt, moves up and down according to the pulsation force generated in the conveyer belt, and removes the bulk cargo remaining on the conveyer belt. The transfer unit includes a power transmission member. The automatic cleaner part includes a driving roller member(104a), a driven roller member(104b), a pulsation force balancing unit, an automatic cleaner belt(104d), a skirt(104e), lifting pulleys(104f), and a fan belt(104g).
