The device has articulation units (110, 111) allowing longitudinal movement of telescopic bars (108) of a foldable barrier (107) with respect to a handrail (109) of the barrier and to parallelogram cover (101) of a parallelepiped case (100), so that the cover and the barrier are articulated with respect to a side of the case. The bars have a lower end that is not extended beyond a lower edge of the cover. The case has internal length equal to length of the handrail, internal width equal to height of the barrier in a totally folded position and height equal to larger thickness of the barrier.
