The device (1) has a transfer mechanism (5) including a spiral spring (6) that is provided with a central rigid rod-shaped body (7), where the spiral spring has the same diameter over the entire length of the spring. The rod-shaped body extends over the entire the length of the spiral spring and has a diameter of 2.8 millimeter. The device is activated by a drive (3) i.e. electric motor, and tobacco is fed through an input unit (2) into a wound cigarette paper. The cigarette paper linearly moves on a fill tube (4) under pressure from tobacco fiber so as to form a cigarette.
