PROBLEM TO BE SOLVED: To prevent the failure of rotation of a belt, in an external belt heating type fixing device. SOLUTION: A cam driving device 110 is driven after an endless belt 83 is started to be heated by heater lamps 86 and 87 and before a recording material P is carried in between a fixing roller 60 and a pressure roller 70, to perform a tension changing operation including one or more loosening operations to make the tension of the endless belt 83 smaller than the tension necessary for heating the fixing roller 60 and causing the fixing roller 60 to rotate following the endless belt 83 and one or more tension applying operations to make the tension of the endless belt 83 larger than the tension applied during the loosening operation.
