PROBLEM TO BE SOLVED: To provide a binding implement which can prevent the improvident drop-out of loose-leaf paper by opening a movable ring at two stages. SOLUTION: The binding implement provides a flexible and torsional spindle arranged rotatably in a spindle bearing groove provided along the second side edge part of a substrate. The spindle has a front cam 104 and a rear cam 102 separated in a circumferential direction and projected in a radial direction. The substrate has a first locking part 108 which the front cam touches at the time of rotating the spindle and a second locking part 106 which the rear cam touches. In the first opening state of the movable ring, when the rear cam engages with the second locking part, the further opening of the movable ring is limited. An opening through which the loose-leaf paper can be put in and out between the tip end of the movable ring and the tip end of the fixed ring is formed when the force of the opening direction larger than the second reaction force involving the second flexure of the spindle is applied to the movable ring, the rear cam overcomes the locking force of the second locking part to climb over the second locking part, and the tip end part of the movable ring becomes the second opening state further separated from the tip end part of the fixed ring.
