PROBLEM TO BE SOLVED: To detect fluctuations in a broadcast band in details and efficiently transmit data of a data broadcast program in response to the fluctuations. SOLUTION: A television broadcast transmission rate arithmetic section 156 obtains a transmission rate of a television broadcast signal from an output of a multiplexer, a multiplexing processing section 154 captures a DII (download information indication) section packet and an event message section packet respectively from a DII section buffer 151 and an event message section buffer 152, writes the packets to an output buffer 155, captures data broadcast service packets from data broadcast service packet buffers 1531 to 153n according to the priority of them, and writes the data broadcast service packets to the output buffer 155. |
