<P>PROBLEM TO BE SOLVED: To provide a ceramic heater, and its manufacturing method, with excellent durability and heating efficiency. <P>SOLUTION: The ceramic heater 1 consists of a ceramic board 11 and heating elements 12 buried inside the ceramic board 11. The heating elements 12 are joined with the ceramic board 11 along a whole periphery of that 12 without forming a gap with the ceramic board 11. The heating element 12 consists of a conductive material obtained by mixing precious metal powder with at least either metal oxide powder or glass powder.
