PROBLEM TO BE SOLVED: To determine an optimal model order of a linear prediction model without actually calculating a coding amount with each model order. SOLUTION: A PARCOR coefficient of each linear prediction model up to a model order m, and prediction error energy at the time of the model order m, are calculated from an input signal. Then, the coding amount of a prediction error waveform which is an error between a prediction value of the linear prediction model of the model order m and the input signal, is estimated from the prediction error energy at the time of the model order m. Moreover, an individual coding amount corresponding to each PARCOR coefficient up to the model order m, or a whole coding amount corresponding to a whole PARCOR efficient is calculated. A sum coding amount of either the whole coding amount or a sum of each individual coding amount up to the model order j, and the estimated coding amount of the prediction error waveform, with each model order j, is calculated for a plurality of model orders, to determine one of the model orders from the sum coding amount.
