PROBLEM TO BE SOLVED: To enable measurement of the concentration of a substance containing concrete, in a simple manner and in short time, with high sensitivity. SOLUTION: There are provided a first laser 1 for abrading a surface of concrete piece to be tested 6a, a second laser 2 for generating plasma from the abraded material, a spectroscopic means 4 resolving the light emitted from the plasma of the material for each wavelength, a light-receiving device 5 having a gate function, which obtains emission spectra by receiving the light with a limited time difference from the emission from the material resolved via the spectroscopic means 4, and a controller 3 which controls the time difference between the starting time of the gate opening of the first laser 1, the second laser 2 and the light-receiving device 5, wherein the S/N ratio is increased by making the emission peak of excited atoms conspicuous by obtaining the emission spectra of the plasma of the abraded material through re-heating or re-excitation, by irradiating again the laser light to an atmosphere 26 atomized by abrasion, in a condition where white light noise is reduced and moreover, the excited atoms are left.
