<P>PROBLEM TO BE SOLVED: To provide a roller, achieving stable, as well as proper and uniform charging characteristic and output image quality, and to provide a process cartridge and an electrophotographic apparatus which is equipped with a roller. <P>SOLUTION: In this roller, an elastic layer B is provided on the outer periphery of a conductive substrate A, and a coating layer C formed of a single or multiple layers is provided on the elastic layer.
