PROBLEM TO BE SOLVED: To prevent a film with a valve from being creased or damaged when the film goes over a boundary of a former. SOLUTION: The bag making device 13 has a gap k forming the film into an approximately tubular shape between a bag-making tube 24 and the former 25 guiding the film. The former 25 has a first guide 26 guiding the film to the gap k, a second guide 27 changing the transferring direction of the film from the first guide and passing the film through the gap k to form the film into the approximately tubular shape along the bag-making tube 24, and a clasping guide 27a combining both the ends of the film formed into the approximately tubular shape. The boundary 28 between the first guide 26 and the second guide 27 is approximately of a reverse teardrop shape tilting to the bag-making tube 24. A cut 31 for the valve 21 to pass through is formed in the arched portion having a relatively large radius of curvature in the vicinity of the clasping guide 27a of the boundary 28.
