PROBLEM TO BE SOLVED: To enable an onboard operation control device to automatically and promptly obtain and inform limit speed information within a construction section when a unregistered construction section exists in operation information. SOLUTION: This apparatus obtains information from a photographed image data of the front of the train (101), searches signals by template matching (102), determines whether a signal exists or not (103), reads limit speed from the display of the signal (105), refers to registered limit speed stored in the onboard operation control device (108), and displays "Unregistered slow running range: limit speedΔΔkm/h" when it is not registered (110). Besides, reading the limit speed includes an image processing for completely narrowing a search area for pattern matching from an entire range of the photographed image in the front of the train, and for recognizing a signal in the front of the train by performing pattern matching in real time.
