PROBLEM TO BE SOLVED: To provide a tunnel constructing method for suitably and densely filling a tail void (a cavity) with a backfill material while surely preventing the flow of the backfill material into a working face side, and a tunnel excavator to be used for the same. SOLUTION: The tunnel excavator 1 comprises a cutter head provided on the front side of a cylindrical skin plate 1a for excavating a natural ground G, and a lining body 3 to be installed along an excavation surface G1 of the natural ground G for constructing a tunnel T. Herein, a ring-shaped flexible member 10 to be freely protruded to the radial outside is provided on the skin plate 1a. The flexible member 10 is protruded to the radial outside for partitioning the cavity M between the skin plate 1a and the excavation surface G1 of the natural ground G into a frontward side M3 and a rearward side M4 in the excavating direction.
