PROBLEM TO BE SOLVED: To provide a traveling plan generation device, capable of performing generation of a traveling plan with the energy to be consumed by a vehicle being optimized with consideration of the traveling environment. SOLUTION: The device comprises a first speed pattern generation part 22 for generating a first speed pattern based on a setting condition for a traveling route of a vehicle 1; an input part 21 for acquiring a traffic situation; and a traveling planning part 25 for generating a traveling plan of the vehicle based on the first speed pattern and the traffic situation. According to this, the speed pattern is generated based on the setting condition, and the traffic situation is acquired, whereby the traveling plan can be generated based on the generated speed pattern and the acquired traffic situation. Consequently, a fuel-efficient traveling plan or an optimum traveling plan ensured in traveling safety can be generated with consideration of, for example, a stop scene based on the traffic situation.
