PROBLEM TO BE SOLVED: To provide a pump control device capable of reducing load on a pump by reducing the number of times of start/stop of the pump and extending a lifetime of the pump. SOLUTION: The pump control device is provided with: a pump displacement setting device 10 setting displacement of the pump 5; a flow rate difference ratio operation device 13 operating ratio of pump delivery quantity and flow rate difference; a pump maximum-minimum displacement setting device 14 setting maximum operation, minimum operation, and stop of the pump based on the calculated ratio; and a pump start mode determination device 15 defining a start mode of the pump from a value of the pump maximum-minimum displacement setting device 14 and a value of the flow rate difference ratio operation device 13.
