PROBLEM TO BE SOLVED: To provide a method and an apparatus for the precise punching and the precise deformation of a workpiece. SOLUTION: A punching plate 13 is formed as a disk shape transfer portion having a plurality of punching holes 20 adapted to operation elements. The transfer portion is rotatable about an imaginary axis A on the central portion relative to the operation element of an upper side portion 1. The punching holes 20 of the transfer portion are arranged on a common base circle. The radius of the base circle coincides with the interval of a working stage from the axis A. The working stage on the upper side portion is arranged on the base circle so as to be fixed to each other at an interval, and the operating elements are arranged on the outer circumference so as to be opposed to each other in the diametrical direction in order to adjust, fix, and feed the operating elements, and are fixed to a guide plate 3 of the upper side portion. At least two locking pins 10 and a plurality of locking holes 23 of the transfer portion arranged on the outer circumference so as to be opposed to each other in the diametrical direction are attached to the working stages.
