<p><P>PROBLEM TO BE SOLVED: To generate an encoding stream for handling more dynamic image signals, without having to increase the power consumption or the circuit size of a dynamic image encoding device. <P>SOLUTION: Dynamic image signals are encoded for generating encoded pictures D0(1), D1(1), D2(1), D3(1), ..., that are outputted as an encoded stream STR1a, corresponding to the dynamic image signal of 4VGA/30fps.
