PROBLEM TO BE SOLVED: To provide an image forming device capable of detecting the winding of a transfer paper sheet onto a fixing device or a transfer belt, a winding detection method, and a program. SOLUTION: This image forming device of the present invention is provided with the transfer paper sheet 132 transferred with a toner image formed on a photoreceptor drum and for carrying the toner image image-likely, a fixing roller 130a for fixing the toner image carried by the transfer paper sheet 132, onto the transfer paper sheet 132, and a winding detector 130c abutting to the fixing roller 130a to detect the winding of the transfer paper sheet 132 onto the fixing roller 130a, using a surface resistance value.
