PROBLEM TO BE SOLVED: To provide a device and a system small in size excellent in convenience and a folding quality. SOLUTION: A paper sheet folding device comprises: a plurality of carrying paths (first to seventh carrying passages 101-107) for carrying paper sheets; abutment members (first to third stoppers 601-603) disposed in a plurality of carrying paths out of the carrying paths; and a plurality of folding rollers (first to fourth folding rollers 201-204). In the paper sheet folding device, a leading end of a paper sheet is abutted to the abutment members to bend the paper sheet, and the paper sheet is folded by nips of the folding rollers. The device further has carrying means (carrying rollers 235, 236) carrying folded paper sheets. When the paper sheet is folded into two and is discharged, the paper sheet is joined from the carrying path (force carrying passage 104), to which the abutment member is installed, to the carrying path (seventh carrying passage 107) from which the paper sheet folded in another way of folding.
