PROBLEM TO BE SOLVED: To provide a steel sheet for nitrocarburizing treatment having both of workability and fatigue characteristics, and to provide a manufacturing method therefor. SOLUTION: The manufacturing method of the steel sheet for nitrocarburizing treatment includes: preparing a base steel material which is composed of, by mass%, 0.03 to 0.10% of C, 0.5% or less of Si, 0.1 to 0.6% of Mn, 0.04% or less of P, 0.04% or less of S, 0.005 to 0.08% of Al, 0.4 to 1.2% of Cr, 0.002% or more but less than 0.01% of Nb, 0.01% or less of N and the balance Fe with unavoidable impurities; and hot-rolling the base material at a heating temperature of 1,100 to 1,250°C, a finish rolling ending temperature between the Ar<SB>3</SB>transformation point and 980°C and a winding temperature of 500 to 740°C.
