PROBLEM TO BE SOLVED: To prevent generation of a delay in a process of an NM message when receiving a network management message (NM message) in a relay and connection unit. SOLUTION: A relay and connection unit 10 which is made to be interposed among a plurality of busses 31 which are respectively connected to ECUs 30 is characterized in comprising a relay processing unit 12, a network management processing unit 14 for performing a network management function with respective ECUs by transmitting and receiving the network management message (NM message) to and from the other ECUs, and a determining unit 22 to be connected to the network management processing unit, to be connected to the relay processing unit via a buffer, for determining whether a massage is a data message or the NM message after receiving the message from the other ECUs, for transmitting the NM message to the network management processing unit without interposing the buffer, and for transmitting the data message to the buffer.
