PROBLEM TO BE SOLVED: To solve the problem of degradation of image quality caused by dot of undesirable reproducibility generated in an electronic picture which performs multivalued outputting. SOLUTION: A quantum memory 109 outputs output values Out(x-1, y), Out(x, y-1) in two pixels in a periphery of a noticed pixel as a quantum group q(x, y). A threshold setting part 108 sets a threshold group T(x, y) consisting of a first threshold T1 and a second threshold T2 in a noticed pixel position by using the output value Out in two pixels, and outputs the threshold group T(x, y) to a comparison determining part 103.
