PROBLEM TO BE SOLVED: To provide a packaging and filling device capable of reducing the manufacturing cost by feeding a liquid not by using any pump, and supplying a sterilizing liquid without interruption of the operation of the device or without any temporary stop of its method even when the sterilizing liquid in a sterilizing tank is consumed. SOLUTION: A packaging and filling method comprises a step of filling a thick sterilizing liquid and a dilution liquid into a dilution system comprising a dilution tank 31, a dilution pipe 32 and dilution valves 33a and 33b and arranged below a sterilizing tank 4 and of preparing a sterilizing liquid; a step of flowing down the sterilizing liquid and storing the sterilizing liquid in a storage system arranged below an outlet of the dilution system and comprising a storage tank 36 having an air compressor 35 communicated with a head space 34 of the stored sterilizing liquid, and a liquid feeding pipe 37; a step of blowing compressed air to the head space and feeding the sterilizing liquid to the sterilizing tank; a step of repeating the liquid feeding step by the liquid feed controlling signal; and a step of repeating the preparation step and the storage step by the preparation controlling signal.
