This invention provides a high-brightness fluorescent substance-supported carrier which can increase the amount of a fluorescent substance supported on a substrate. A fluorescent substance-supported carrier (10) comprises a substrate (14) formed of nonwoven fabric comprising a number of spaces (16) among fibers (12). A fluorescent substance (18) is supported on the surface of the fibers (12). A light transparent binder (20) containing a fluorescent substance (18) added thereto is filled into the spaces (16) among the fibers (12). In this case, some of the spaces (16) are not filled with the binder (20). There is also provided a fluorescent substance-supported carrier (30) comprising a substrate (32) formed of an elastic porous member such as a sponge having a number of pores (34), and a light transparent binder (20) containing a fluorescent substance (18) added thereto and filled into the pores (34), some of the pores (34) being not filled with the binder (20).
