PROBLEM TO BE SOLVED: To facilitate change of an action used when an article has been contributed into an appropriate action by estimating an action appropriate for an article and automatically presenting an action candidate.

SOLUTION: A label selection interface 512 changes a label attached to a first article stored in an article DB 42 into a changed label in accordance with a user's operation. An article selection part 55 selects an article with the changed label attached thereto from the article DB 42. An action estimation part 56 calculates the degree of similarity between a first action used when a label change article is contributed and a second action used when the article selected by the article selection part 55 is contributed. An action determination part 59 determines the second action as an action candidate of a label change article in accordance with the calculated degree of similarity. A candidate display interface 513 presents the determined second action to a user.
