<P>PROBLEM TO BE SOLVED: To provide a plasmon resonance photoelectric conversion element and a method of manufacturing the same, which can prevent the corrosion and elution into an electrolytic solution of a metal which absorbs light by plasmon resonance. <P>SOLUTION: The plasmon resonance photoelectric conversion element 1 and the method of manufacturing the same are provided. The plasmon resonance photoelectric conversion element 1 includes a cathode electrode 10 and an anode electrode 30 with an electrolytic solution 20 interposed therebetween. The electrolytic solution 20 contains an oxidation-reduction species. The cathode electrode 10 has a transparent substrate 11, a transparent conductive electrode 12, a metal thin film 13, and a semiconductor thin film 14 made of an n-type semiconductor. The transparent conductive electrode 12, the metal thin film 13, and the semiconductor thin film 14 are sequentially stacked on the transparent substrate 11.
