<p><P>PROBLEM TO BE SOLVED: To provide an on-vehicle control device capable of alarming if someone pretends to be an owner of a vehicle and tries to illegally release monitoring of the vehicle, in preventing theft of vehicles by the vehicles monitoring each other. <P>SOLUTION: The device comprises an operation accepting means 13 for accepting setting or releasing of a monitoring mode for monitoring a vehicle to be monitored by a user's operation, a monitoring means 15 for monitoring whether the vehicle to be monitored has been stolen or not when the vehicle to be monitored is in the periphery, if the operation accepting means 13 accepts setting of the monitoring mode, and a monitoring release means 18 for releasing monitoring of the vehicle when an order of vehicles releasing the monitoring mode follows a specific order, if the operation accepting means 13 accepts releasing of the monitoring mode.
