PROBLEM TO BE SOLVED: To provide a skin-lightening cosmetic which can contain arbutin at high concentration, whereby an improved skin-lightening effect can be attained. SOLUTION: This arbutin-containing skin-lightening cosmetic is characterized in that the aqueous dispersion of arbutin is subjected to a nanoparticle-forming treatment, and then compounded into the skin-lightening cosmetic.
