<P>PROBLEM TO BE SOLVED: To reduce processing loads in creating a write form, such as a business form. <P>SOLUTION: A Web server 100 extracts each attribute information (content) from a written content of an order form of Web. Also, each attribute information is converted into characters, coordinates of an area to which the attributes can be written are set to determine a location of an item, is converted into a form of electronic data capable of expressing a layout of a paper order form, and then the electronic data are imaged when necessary. Then, a business form dictionary to be data necessary for business form processing are generated from the imaged electronic data.
