PROBLEM TO BE SOLVED: To provide a stable developing roller for two components having high quality without OPC scummings by optimizing the surface structure composition of the developing roller and a carrier to suppress the occurrence of reversely charged toner which is a problem of OPC scummings, and to provide a two-component developing method using the same. SOLUTION: The developing roller for two components using negatively charged toner has, at least on the surface, a resin containing nitrogen in resin structure so that the average content ratio is 20-100 carbon atoms to 1 nitrogen atom.
