PROBLEM TO BE SOLVED: To provide a developing device of high durability, having stable chargeability in whatever environment, capable of thereby preventing toner from being spattered and an inside of the device from becoming contaminated, capable of stabilizing developability, and capable of reducing fogging, and a nonmagnetic single component developing method suitable for noncontact development, and to provide an image forming device that uses the developing device. SOLUTION: In this developing device having a developing roller 3 for developing an electrostatic latent image 2 on an electrostatic latent image forming body 10, and a toner supply roller 4, the developing roller 3 has a constitution, formed directly with a coating layer containing at least a conductive agent and resin, in the outer circumference of a conductive shaft body, and a scratching-off rate Tr by the supply roller 4 from the developing roller 3 represented by expression (1) is 0.10-0.50, in the developing device. The expression (1) is: Tr=(A-B)/A, where A represents a toner amount (mg/cm<SP>2</SP>) on the developing roller 3, prior to the passage of the supply roller 4 neighboring region, and B represents a toner amount (mg/cm<SP>2</SP>) on the developing roller 3, after the passage of the supply roller 4 neighboring area.
