PROBLEM TO BE SOLVED: To provide an actuator demonstrating excellent reliability by preventing disconnection of wiring in an electromagnetic drive (moving coil) system, and to provide an optical scanner and an image forming apparatus. SOLUTION: The actuator has: a movable plate 21; a vibration part provided with a pair of shaft members 22, 23 supporting the movable plate 21; a coil 212 provided on the vibration part; pieces of wirings 221, 231 for energizing the coil 212; and magnets 41, 42 installed to face the coil 212. The actuator is composed so as to rotate the movable plate 21 together with torsion deformation of each shaft member 22, 23 by energizing the coil 212 arranged in magnetic fields of the magnets 41, 42.
