PROBLEM TO BE SOLVED: To provide a control device for a rollover system and a rollover system capable of appropriately controlling an actuation of an onboard-person protecting device even when the onboard person incorrectly performs a setting operation of a manual cut-off means. SOLUTION: The control device (100) for the rollover system includes a rollover determining means (120) for determining a possibility where a rollover occurs, and an actuation determining means (130). When the manual cut-off means (40) is operating, the actuation determining means (130) determines whether an actuation of the onboard-person protecting device is possible or inhibited from an actuation possibility determination information which is a conditional information of the vehicle on whether or not the onboard-person protecting device should be actuated according to a vehicle's condition. The device (100) also includes an actuating means (140) for actuating the onboard-person protecting device from the determination result of the actuation determining means and the determination result of the rollover determining means.
