A device (6) for manufacturing a spline member has a shaving punch (61), a shaving die (62), a spline punch (63) and a stripper (64). A first surface (111) of a substrate portion (11) and the outer circumferential surface (202) of a boss portion (2) are supported by means of a stripper (64), the shaving punch (61) is advanced relatively while pressing a material (100) and the stripper (64), and a cutout is formed in the outer circumference of the substrate portion (11) by means of the shaving punch (61) and the shaving die (62). Furthermore, the shaving punch (61) is advanced relatively while restricting the outer circumferential surface ofthe substrate portion (11) by means of the shaving die (62) and the spline punch (63) is inserted into the inner circumferential surface (201) of the boss portion (2) thus forming a spline portion.
