<p><P>PROBLEM TO BE SOLVED: To achieve authentication which restricts communication in a time zone, and does not need complicated setting by cooperation with an authentication server. <P>SOLUTION: An access server 6 receives an authentication packet including an authentication result, port change setting information, a port change time, filtering setting information, and filtering time from the authentication server 14. The access server 6 stores the respective information in the authentication packet in a memory. When the access server 6 refers to the memory and finds that the port change setting information on an arbitrary user identifier has been set to make port change, if it reaches the port change time, the access server changes the output destination of the packet from a user terminal to, for example, a proxy server B from a proxy server A.
