PROBLEM TO BE SOLVED: To provide a heat insulating material composition having sufficient heat-insulating properties and dimensional stability even when used as a heat insulating material for a freezing-refrigerating stockroom or the like held at a low temperature even of -30 to -50°C, and to provide a polyurethane-foamed heat insulating material obtained by applying the heat insulating material composition. SOLUTION: The heat insulating material composition is the two-pack type one at least consisting of the first liquid containing a polyol component and the second liquid containing an isocyanate component, and is applied by mixing the first liquid with the second liquid and spraying the mixed liquids on the surface to be applied to foam and to be cured so as to form the foamed polyurethane heat insulating material. In the heat insulating material composition, the first liquid contains a nitrogen-containing polyol as the polyol component and 10-20 pts.mass of a flame retardant based on 100 pts.mass of the polyol component containing the polyol, and both of the first and second liquids are free from a lead catalyst or a tin catalyst.
